اقتصاد یا امنیت؟

نگرانی و دل مشغولی اصلی در مورد افغانستان پس از ۲۰۱۴ همواره امنیت بوده است. اما اقتصاد دانان و جامعه شناسان چه در داخل افغانستان و چه در خارج، همیشه تاکید ورزیده اند که این دو با هم ارتباط متقابل و ارگانیک دارند و بدون توجه جدی به اقتصاد، رسیدن به امنیت پایدار نا ممکن است.

این سند در مورد اقتصاد و توسعه افغانستان تا حدودی از صراحت بیشتر برخوردار است. در این سند از بحث های کلی مانند همکاریهای اقتصادی منطقه ای گرفته تا امتیازات تجاری که آمریکا به افغانستان داده است، مورد بحث قرار گرفته است.

در بند اول سند تصریح شده که "توسعه منابع بشری و طبیعی افغانستان برای رشد اقتصادی پایدار در این کشور حیاتی است و اینکه افغانستان در سال های پس از انتقال نیز نیازمند کمک های وسیع خارجی است." و سپس در قسمت دیگر آمده که "برای ادامه حمایت از اقتصاد افغانستان، ایالات متحده سالانه منابع مالی را از (کنگره) تقاضا می کند". اما توضیح داده نشده که این منابع مالی چه مقدار خواهد بود.

البته در بخش امنیت نیز گفته شده که آمریکا پس از ۲۰۱۴ سالانه منابع مالی معینی را برای حمایت از آموزش، تجهیز و مشورت به نیروهای امنیتی افغانستان، در اختیار این کشور قرار خواهد داد. البته در این مورد نیز رقم مشخص نشده است.

دو مورد یاد شده در بالا ملموس ترین نکاتی است که برای ادامه حمایت دولت آمریکا از اقتصاد و توسعه افغانستان در این سند گنجانیده شده است. اما بازهم می توان گفت که تعهدات بسیار قاطع و مشخص برای ضمانت این مسئله که اقتصاد افغانستان پس از سال ۲۰۱۴ سقوط نخواهد کرد در سند همکاری های استراتژیک میان افغانستان و آمریکا وجود ندارد.

تاکید بر حمایت از بخش خصوصی

بنا بر این همکاری‌های بخش خصوصی افغانستان و آمریکا که در این سند تاکید زیادی بر آن شده، نمی تواند ضمانت جدی برای پایداری اقتصاد افغانستان پس از ۲۰۱۴ به حساب آید.

شرایط همکاری های اقتصادی

در نهایت تمامی کمک های اقتصادی آمریکا به افغانستان در این سند مشروط به این شده که تا چه حدی نهادهای دولتی افغانستان می توانند شفاف و حسابده باشند. شفافیت و حسابدهی که مهمترین بخش مبارزه علیه فساد به شمار می رود، همواره مورد تاکید جامعه بین المللی در افغانستان بوده است.

جانشین رییس ستاد انتخابات كشور گفت: مردم عزیز ایران اسلامی كاری را كه در 12 اسفندماه آغاز كردند فردا در 15 اردیبهشت ماه با حضور پرشور و باشكوه خود در 33 حوزه انتخابیه به اتمام می رسانند.

به گزارش خبرنگار ایرنا، مراسم بزرگداشت حجت‌الاسلام والمسمین علی ابوالحسنی(منذر) عصر پنجشنبه در سرای اهل قلم بیست وپنجمین نمایشگاه بین‌‌المللی كتاب تهران برگزار شد.

در آغاز این مراسم حجت‌الاسلام 'علی ذوعلم' با اشاره به توجه مرحوم ابوالحسنی به حوزه علمیه، افزود: 'منذر' از چهره‌های محقق، نوآور و نواندیش كشور در مطالعات تاریخی بود و آثار او نشانگر بالندگی حوزه‌های علمیه در پس از انقلاب است.

وی گفت: مرحوم ابوالحسنی از چهل سال پیش تاریخ ‌نگاری را آغاز كرد و در سال های پس از پیروزی انقلاب اسلامی یعنی در سال 1359، در یكی از برنامه‌های رادیویی بحث‌های تاریخی را بیان ‌كرد كه در آن زمان حتی به تاریخ‌نگاری نپرداخته بود و ملبس به لباس روحانی نیز نشده بود كه این نشانگر دیدگاه علمی این شخصیت است.

این پژوهشگر فرهنگی، مرحوم ابوالحسنی را نماد تاریخ ‌نگاری اصیل ایران دانست و ادامه داد: وی طالب علم به كلمه واقعی بود و در تحقیقات خود مقوله انصاف را رعایت می‌كرد.

این كارشناس تاریخ گفت: ابوالحسنی تعهدی برخواسته از نگاه دینی و اخلاقی داشت كه اینها برگرفته از علم او بود. وی علم را امانت الهی تلقی كرده و به علم هرگز به عنوان ابزار سیاسی و جناحی نگاه نمی‌ كرد.

'مصطفی تقوی' یكی از كارشناسان تاریخ نیز در این مراسم گفت: جایگاه مرحوم ابوالحسنی به عنوان یكی از تاریخ‌ نگاران معاصر كشور باید مورد توجه قرار گیرد.

وی افزود: شیوه نگارش تاریخ قبل از انقلاب بر پایه تفكر مدرنیستی بود، اما افرادی همانند مرحوم ابوالحسنی با نگرشی جدید به تاریخ پرداختند. نگرشی كه برخواسته از هویت فرهنگی جامعه بود.
