ترافیک سنگین کابل بسیاری از ساکنان این شهر را کلافه کرده است

مقامهای شهرداری کابل اعلام کرده‌اند که تلاشهایی را برای احداث خطوط اتوبوس جدید اتوبوس‌رانی در این شهر به راه انداخته‌اند.

در حال حاضر سیستم حمل و نقل عمومی شهری در کابل وجود ندارد و ترافیک بی‌نظم کنونی، زندگی در پایتخت را دشوار کرده است.

کابل بیش از چهار میلیون جمعیت دارد و جابجایی در این شهر عمدتا به وسیله خودروهای شخصی، اتوبوسهای خصوصی، تاکسی، ریکشا (سه چرخه موتوری) و دوچرخه صورت می گیرد.

در گذشته شرکت دولتی "ملی بس" در جابجایی ساکنان پایتخت سهم عمده ای داشت، اما حالا به دلائل مختلف و از جمله افزایش بی رویه جمعیت در شهرهای کلان از جمله کابل پایتخت، ناتوانی در پرداخت حقوق لازم به کارمندان و رانندگان خود، تقریبا از دور خارج شده است.

با رویکار آمدن نظام سیاسی جدید و سرازیر شدن میلیاردها دلار کمک جهانی، انتظار می‌رفت که وضعیت حمل و نقل شهری کابل بهتر شود، اما طرح‌های عمده بازسازی و نوسازی به نظر بسیاریها تنها به ساخت چند جاده و چند پل محدود مانده است.

با این حال، خوژمن علومی، معاون خدمات شهری شهرداری کابل گفته است که شهرداری در نظر دارد که خطوط مترو‌بس (اتوبوس دوکابین) در کابل راه اندازی کند.

مقام های وزارت ترانسپورت (حمل و نقل) نیز گفته اند که همسو با شهرداری کابل به مشکلات کنونی در عرصه حمل و نقل در این شهر پاسخ می دهند.

غلام حضرت، رئیس شرکت دولتی ملی بس در گفتگو با بی‌بی‌سی از راه اندازی اتوبوسهای برقی و وارد کردن یک هزار اتوبوس از هند سخن گفت، وعده‌ای که اگر عملی شود، کار عمده‌ای در راستای بهبود حمل و نقل شهری کابل خواهد بود.

او گفت: "ما تاسیسات ابتدایی در ارتباط با اتوبوس های برقی داریم، کارهایی در این عرصه صورت گرفته است، ما صرف به نصب تجهیزات ضرورت داریم که احتمال دارد شش ماه را در بر گیرد."

رئیس اداره ملی بس همچنین گفت که در آغاز اجرای این طرح، خط دانشگاه کابل به سه خط قبلی افزوده می‌شود و به دنبال آن خطوط اتوبوسهای برقی به تدریج به سایر مناطق شهر کابل گسترش خواهد یافت.

ورود خودروهای دست دوم و ارزان از کشورهای آلمان، کانادا، جاپان و برخی کشورهای دیگر بر مشکلات حمل و نقل شهر کابل افزوده است.

خیابانهای کم‌عرض این شهر اینک زیر چرخهای حدود یک میلیون خودرو قرار دارد و این مساله در کنار دیگر دشواریهای حمل و نقل در کابل، باعث سنگینی ترافیک می‌شود.

حالا سوال این است که شهرداری و دیگر نهادهای مرتبط چگونه می‌توانند با این مشکل کنار بیایند؟ شهری که در حال حاضر مملو از خودرو و اتوبوس‌های خصوصی است، چگونه می‌تواند پذیرای یک هزار اتوبوس دیگر باشد؟

خوژمن علومی، معاون شهرداری کابل معتقد است که وارد شدن اتوبوس به خطوط اتوبوسرانی، باعث کاهش ترافیک در سطح شهر می‌شود. آقای علومی افزود که اگر به عوض تاکسی و خودروهای کوچک از اتوبوسهای بزرگ در جابجایی مردم استفاده شود، از حجم ترافیک در شهر کابل کاسته خواهد شد.

ساماندهی ترافیک

با رویکار آمدن نظام سیاسی جدید و سرازیر شدن میلیاردها دلار کمک جهانی، انتظار می‌رفت که وضعیت حمل و نقل شهری کابل نظام یابد

به گفته او، شهرداری کابل در نظر دارد که با همکاری وزارت ترانسپورت و پلیس ترافیک (پلیس راهنمایی و رانندگی) به سیستم حمل و نقل شهری سر و سامان بخشد. اسفالت کردن خیابانهای فرعی و نصب چراغ در کنار خیابانها بخشی از برنامه‌هایی است که قرار است در سال جاری اجرا شود.

در همین حال غلام حضرت، رئیس شرکت دولتی ملی بس هشدار داد که اگر دولت به وضعیت این شرکت توجه نکند، این شرکت ورشکست خواهد شد. او افزود: "این که ما بنزین را لیتر هفتاد افغانی بخریم و از مسافران پنج افغانی کرایه بگیریم، این اداره خود به خود سقوط می کند."

رئیس شرکت ملی بس همچنین گفت: "اگر دولتمردان به این عقیده باشند که این شرکت سقوط کند، ما حرفی نداریم، بگذار سقوط کند."

به گفته غلام حضرت، سطح پایین حقوق کارکنان و رانندگان این شرکت باعث شده که دست اندرکاران آن دست از کار بکشند و حدود نیمی از چهارصد اتوبوس این شرکت متوقف شوند.

رئیس شرکت ملی بس افزود که این شرکت پیش از آغاز جنگهای داخلی در کابل، ۱۶۰۰ اتوبوس عادی و نزدیک به صد اتوبوس برقی داشت.

در حمله‌های ناتو که برای مقابله با نظامیان وفادار به معمر قذافی انجام می‌شد، غیرنظامیان نیز کشته شده‌اند

عفو بین‌الملل از انجام نشدن تحقیقات مناسب از سوی ناتو درباره کشته شدن بیش از ۵۰ غیرنظامی در جریان حمله‌های هوایی ناتو در سال گذشته در لیبی انتقاد کرده است.

در گزارش عفو بین‌الملل که روز دوشنبه، ۱۹ مارس (۲۹ اسفند) و حدود یک سال بعد از آغاز عملیات هوایی ناتو در لیبی منتشر شده، آمده است: این حمله‌های هوایی که مورد حمایت سازمان ملل متحد نیز بود، به منظور محافظت از غیرنظامیان در برابر نظامیان وفادار به معمر قذافی انجام می‌شد، ولی ۵۵ غیرنظامی در جریان آنها کشته شده‌اند.

عفو بین‌الملل گفته است که بیشتر کشته‌شدگان غیرنظامی این حمله‌ها زنان و کودکانی بوده‌اند که در خانه‌هایی مسکونی به سر می‌برند و مدرک روشنی که نشان دهد از این خانه‌ها برای اهداف نظامی استفاده می‌شد، وجود ندارد.

ناتو از هر گونه خسارت و آسیب ناشی از این حمله‌های هوایی ابراز تاسف کرده، ولی گفته است که مسئولیت اصلی برای تحقیق درباره مرگ افراد به عهده مقامات رسمی کنونی لیبی است.

"ابراز تاسف کافی نیست"

عملیات نظامی ناتو در لیبی برای نزدیک به ۷ ماه جریان داشت و بسیاری از مردم لیبی، به ویژه در شهر بنغازی در شرق این کشور، این حمله‌ها را موفقیتی بزرگ ارزیابی می‌کنند که نقش مهمی در سرنگونی معمر قذافی، رهبر سابق لیبی داشت.

با این حال، عفو بین‌الملل افزون بر انتقاد از عدم انجام تحقیقات مناسب، از پرداخت نشدن غرامت به خانواده‌های قربانیان غیرنظامی این حمله‌ها از سوی ناتو نیز انتقاد کرده است.

در این بیانیه اضافه شده است: "به همین دلیل آنها نمی‌توانند مرگ غیرنظامیان را فقط با چند بیانیه مبهم و ابراز تاسف، نادیده بگیرند، بدون آن که تحقیقات مناسبی درباره این وقایع مرگبار انجام شود."

در عین حال، در بیانیه عفو بین‌الملل آمده است که "ناتو اقدامات قابل توجهی کرده است تا خطر تلفات غیرنظامیان را با اقداماتی همچون بمباران دقیق و هشدار درباره محل حمله‌ها، به کمترین میزان برساند."

عفو بین‌الملل اضافه کرده است که این اقدامات باعث نمی‌شود ناتو تعهدی به انجام تحقیقات در باره مرگ افراد و یا پرداخت غرامت به خانواده‌ها و بستگان قربانیان نداشته باشد.

در بیانیه این سازمان آمده است: افرادی که از این حمله‌ها نجات یافته‌اند و نیز بستگان قربانیان که با عفو بین‌الملل گفت‌وگو کرده‌اند، گفته‌اند که هیچوقت از طرف ناتو با آنها تماسی گرفته نشده است و آنها همچنان نمی‌دانند که چه اتفاقی رخ داده و چه کسی مسئول بوده است.

عفو بین‌الملل به ثبت مدارک مربوط به مرگ ۵۵ غیرنظامی اشاره کرده است که ۱۶ کودک و ۱۴ زن از جمله آنها هستند و افزوده است: این قربانیان در حمله‌های هوایی به طرابلس، زلیتن‎، سرت، ماجر و مرسى‌البریقة و در شرایطی کشته شده‌اند که در خانه‌هایی متعلق به افراد غیرنظامی به سر می‌بردند.

در بیانیه عفو بین‌الملل آمده است که ۳۴ نفر دیگر، از جمله ۸ کودک در سه حمله جداگانه که به دو خانه مسکونی در ماجر انجام شد، کشته شده‌اند، بدون آن که درباره دلیل هدف قرار گرفتن آنها توضیحی داده شود.

در این بیانیه از ناتو خواسته شده است تا با انجام تحقیقات، مشخص کند که آیا مرگ غیرنظامیان ناشی از نقض قوانین بین‌المللی بوده است یا نه و در صورتی که مقرراتی نادیده گرفته شده است، افرادی که مسئول بوده‌اند، معرفی و محاکمه شوند.

'مسعود زریبافان' روز چهارشنبه در گفت و گو با خبرنگار اجتماعی ایرنا افزود: این كد رهگیری همان شماره ایثارگری است و ایثارگران كشور از طریق این شماره در بنیاد شهید شناخته می شوند.

وی با بیان اینكه شماره ایثارگری، شناسه هر فرد ایثارگر در كشور است،‌ گفت: هر فردی به همراه خانواده تحت پوشش خود با برخورداری از این شماره، می تواند جزو جامعه ایثارگران قرار گیرد.

زریبافان افزود: ایثارگران و خانواده های آنان كه تحت پوشش بنیاد شهید و امور ایثارگران هستند چهار میلیون نفر است.

وی افزود: بنیاد شهید و امور ایثارگران از هیچ كوشش و تلاشی برای استیفای حقوق ایثارگران دریغ نخواهد كرد.

زریبافان گفت: ما تلاش می كنیم تا همه ایثارگران به حقوق معوقه و بخشی از نیازهایشان دست یابند و مطمئن باشند كه در این زمینه كوتاهی نخواهد شد.

'محمودرضا رحیمی' روز جمعه در گفت وگو با خبرنگار فرهنگی ایرنا افزود: نمایش 'سیدورماك' بر اساس یك ایده جشنواره ای و تمركز بر عنصر تجربه گرایی در عرصه تولید آثار صحنه ای، ابتدا با كمك تعدادی از دانشجویان در سال 1386 برای شركت در پنجمین جشنواره تئاتر دانشجویان 'آی تی آی' در بارسلونا اسپانیا آماده شد و سپس با تجربه هایی كه طی چند سال اخیر داشتم، تصمیم گرفتم این نمایش را برای اجرای عمومی آماده كنم.

وی ادامه داد: بر همین اساس، نمایش 'سیدروماك' را به جشنواره سی ام تئاتر فجر ارائه دادم و پس از اعلام پذیرش از طرف دبیرخانه، مقرر شد كه در آخرین روز از جشنواره، گروه، اجرایی در كارگاه نمایش مجموعه تئاتر شهر داشته باشد و پس از جشنواره نیز در همان سالن اجرای خود را آغاز كردیم.

رحیمی با بیان آنكه با همكاری دانشجویان در این اثر نمایشی كوشیدم تا به جدیدترین مفهوم بدن به عنوان یك زبان ارتباطی در این نمایشی دست یابیم، گفت: این مساله باعث نشد كه تمركز گروه بر اجرای اثری بی كلام و متكی بر لال بازی یا قواعد نمایش 'پانتومیم' باشد و هر جا كه لازم باشد، بازیگران به بیان دیالوگ نیز می پردازند.

مسوول كارگاه های سی امین جشنواره بین المللی تئاتر فجر ادامه داد: در بیان دیالوگ ها نیز بازیگران از قالب نقش خارج می شوند و حرفی كه به نظرشان می رسد را عنوان می كنند، اما به هر حال تاكید این كار گروهی بر این امر استوار است كه برای انتقال یك مفهوم در نمایش نیازی به حرف زدن نیست و می توان با ابزار ارتباطی متفاوت اما جهانی مانند بدن به سخن گفتن و انتقال مفهوم پرداخت.

وی درباره داستان این اثر خاطرنشان گفت: 'سیدروماك'، همچنانكه از نام اثر مشخص است از تلفیق دو داستان 'السید' و 'آنروماك' از نوشته های 'ژان باتیست راسین' تشكیل شده است و در حقیقت در تمامیت این اثر دو نگاه متفاوت 'تراژیك' و 'كمدی' تنیده شده است.

كارگردان نمایش 'سه خواهر' ادامه داد: در داستان 'السید'، كشمكش اصلی انتخاب میان عشق و وظیفه از طرف قهرمان داستان است و در حقیقت سعی كرده ایم با شروعی از فضای تراژیك، داستان نمایش را با تكنیك های 'كمدیادلارته' تلفیق كنیم تا اثری متمایز از آنچه در ذهن مخاطبان از این دو داستان آشنا وجود دارد، خلق شود.

نمایش 'سیدروماك' با حضور بازیگرانی از جمله امیر رجبی، بهمن عباس‌پور، میلاد اخگر و محسن رنجبر ساعت 19 در كارگاه نمایش مجموعه تئاتر شهر به صحنه می رود.
